yes, but many of the free/affordable courses are not relevant to getting a job.
For a job you need certifications + experience = money and time. Many women do not have these resources.

In the EU there are several funds / financing for young women, unemployed or single mothers.
Unfortunately, many women do not apply for these funds. The reasons are:
1. the access bureaucracy
2. reputation
3. some do not know/look for these opportunities
