Knowing the heavy pace of proposal, debate, approval and implementation of a policy (in any field), I think it would be good for today's proposals to be as visionary as possible. Otherwise, any proposal until it is approved and implemented becomes quite irrelevant. Cyber ​​defense needs will be different all the time.

For the moment I would release ideas like
1. discrimination and protection against AI attacks
2. preparation and awareness of the possible cyber vulnerability generated by Q-day (the day in quantum computing could break the current security protocols)
