Session: How to unlock the value of data for all with data-driven innovation?
Countries around the world are facing increasing pressure to deal with the exponential growth of data production and use and the resulting complex challenges this creates for data governance, data sovereignty, data protection, and inclusion. The role of data to address global challenges has been seen across sectors such as health, climate and education. At the same time, debate on data requires a different approach from traditional policy debates. Different from physical goods and services, data is multi-dimensional with an ever-changing value that is hard to measure. In fact, measuring data’s intrinsic value, or positive and negative externalities, is particularly challenging, given data’s unique properties (non-rivalry, replicability, etc). These trends are forcing actors from government, academia and the private sector to think differently about data and develop new and innovative approaches to support a data society we want to see.The presentation will present how we can move beyond a polarised and unequal data society and take steps towards a new ambition to responsibly unlock the value of data for all. The presentation will introduce participants to the concept of the “Datasphere” - a new way of thinking about our connected data-driven societies and digital world.
This talk will share examples of collaborations led by the Datasphere Initiative concerning data-driven innovation and development focusing especially on case studies from the global south.

Bio
Lorrayne is an internationalist and economist, with over 10 years of experience in digital and telecommunications policy. She is a Founder and Executive Director of the Datasphere Initiative, and has previously worked as the Director of the Data & Jurisdiction program at the multistakeholder organization Internet & Jurisdiction Policy Network (2020-21). She has worked in international organizations, including the OECD, managing projects, partnerships and teams.
