The National Reconnaissance Office (NRO) Systems Engineering Directorate (SED) leads the end-to-end integration of space, ground, operations, launch, and technology insertion activities for the NRO to ensure mission success of the Nation’s reconnaissance satellite systems on behalf of the Director of the NRO.  Intelligence provided by space reconnaissance platforms delivers unique information to national leadership and tactical components in support of national security objectives.  National space systems are undergoing significant enhancements to improve collection and manage a dynamic threat environment. SED is leading the NROs transition to model-based system engineering (MBSE) and digital engineering (DE) to deliver digital models more effectively accounting for new platforms, addressing unique collection requirements, making architectural adjustments and launching systems on shorter timelines.  If you want to be a leader of a generational evolution within the NRO, this job can be game changing for you!

 SED’s Office of Digital Engineering (ODE) provides foundational elements of NRO’ Digital Engineering  Enterprise including developing and managing a cloud based digital environment; engineering and configuring software tools, applications and processes required for the system engineering community; and managing engineering data at the enterprise level.  ODE also develops, maintains, and manages digital models of NRO systems that provide NRO program offices and senior decision makers enterprise system performance and acquisition analysis. ODE staff develops and manages descriptive modeling governance, best practices, data management, and model management activities all utilizing the digital engineering platform.

SED is seeking a results driven and motivated officer to serve as the Enterprise Data Administrator within ODE.  As the Enterprise Data Administrator, you will work across the NRO to develop, deploy, and support a modern data architecture consistent with NRO DE strategic goals.  The candidate will work with a seasoned technical staff to manage the integration and evolution of engineering data in support of NRO DE objectives and a growing user base.  The Data Administrator works closely with the engineering user community to identify current and future data needs, designing and implementing data schema and storage solutions consistent with NRO’s adoption of digital engineering. The incumbent has a unique opportunity to evolve engineering data architectures with NRO-wide impacts.

What You Will Be Doing  

  • Establishes effective collaboration across the engineering data user community
  • Interacts with the NRO user community with respect to enterprise engineering data management requirements;
  • Develops or reviews criteria, procedures, or instructions for engineering data management;
  • Develops new methods and criteria to monitor enterprise data management implementation progress;
  • Proposes new policies and practices associated with enterprise engineering data management;
  • Serves as an authoritative expert and consultant on engineering data content, formats and portability;
  • Researches trends and patterns in enterprise data management;
  • Reviews and evaluates studies, projects, proposals, or reports;
  • Conducts technical analyses and field and/or laboratory work to achieve desired products or services;
  • Evaluates the value and applicability of new or improved data management technology, strategies, trends, or applications;
  • Assesses project and program effectiveness associated with implementing engineering data management;
  • Manages issues and risks to balance lifecycle cost, schedule, and technical performance;
  • Provides recommendations on problems, conditions, programs, and functions to a broad customer base;
  • Provides expertise and advice on program planning and policy-making functions specific to enterprise engineering data management
  • Plans, develops, advises on, and implements crucial enterprise engineering data management projects associated with segments of NRO programs, projects, or activities.
  • Provides data management inputs to help manage and direct technical staff in the day-to-day operations of the digital engineering platform
  • Performs other duties as assigned.

What You Need 

  • Bachelor's degree in Professional Engineering. To be acceptable, the curriculum must be in a school of engineering where the curriculum is accredited by the Accreditation Board for Engineering and Technology (ABET).
  • Expertise in advanced multidisciplinary engineering or related engineering/technical discipline, concepts, principles, practices, standards, methods, techniques, materials, and equipment sufficient to apply experimental theories, principles, and concepts to project development, execution, and advisory services.
  • Excellent interpersonal, organizational, and management skills to conceptualize and effectively lead complex analytic projects with limited supervision; ability to work collegially to find a consensus solution when views differ among agencies, and ability to effectively work independently and within a team or collaborative environment.
  • Excellent communications skills, including ability to communicate effectively with people at all levels of leadership and ability to give effective oral presentations at levels appropriate to and tailored for different target audiences.
  • Proven critical thinking skills and reasoning skills as demonstrated by experience in preparing analytical assessments and other written products with emphasis on clear organization; concise, logical presentation; to include an assessment or recommendation supported by data or research.

 

Desired Qualifications

  • Program Management or technical management expertise is highly desirable (i.e., cost, performance, schedule, and technical reporting) to accomplish the duties and responsibilities of the position.
  • Experience with NRO missions, programs, management processes and operations.
  • Sound understanding of intelligence satellite systems.

Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills, and abilities necessary to successfully perform  and is typically in or directly related to the duties of the position as described above. Experience must be reflected in your resume.
