The Opportunity
Reporting to the President & Chief Executive Officer, the Chief Information Officer (“CIO”) provides leadership and ensures continued development across CWB’s technology services, enterprise data management, and information security functions.
The CIO is responsible for the development and execution of current and long-range strategic projects and initiatives, including strategies for CWB’s technology, information management, and information security. Recognizing the fundamental role that technology, data, and process play in the organization’s future success, the CIO understands the critical need for protection of these dynamic enterprise assets and drives a forward-thinking strategic approach that aligns with CWB’s evolving needs, while acting as a representative of CWB at the executive level.
Key Responsibilities
Strategy Development and Execution
- Develop the organization's overall strategic plan alongside CWB's Executive Management team, creating mid to long-term business plans and driving their effective implementation.
- Build and execute on a forward-thinking strategic plan for CWB's information technology that aligns with the company's evolving needs.
- Partner closely with business leaders, provide thought leadership and direction for the development and delivery of strategic digital capabilities across CWB.
- Bring a strong perspective on trends in the market and innovative industry best practices for CWB as it relates to technology, information management, and information security, and ensure the organization remains competitive in the market.
- Ensure the delivery of consistent, strong execution across the organization; developing and implementing a systems architecture plan that is service oriented, aligned with market and industry best practice, and delivers the functionality needed to meet evolving business needs.
Business Growth and Market Trends
- Bring a strong perspective on trends in the market and innovative industry best practices for CWB as it relates to technology, information management, and information security, and ensure the organization remains competitive in the market.
- Develop and implement a systems architecture plan that is service oriented, aligned with market and industry best practice, and delivers the functionality needed to meet evolving business needs.
Technology Oversight: Procurement, Compliance, and Enterprise Risk Management
- Ensure the effective and timely acquisition, installation, maintenance, support, and control of all supported information technology, including voice, data, network, desktop, application, and card services.
- Provide executive oversight and approval for all hardware and software used across CWB.
- Ensure appropriate information and technology security controls are in place and in compliance with applicable policies and methodologies to safeguard the organization's data, equipment, applications, and premises.
- Partner with the procurement function to develop and implement an effective vendor management approach for technology providers, leveraging economies of scale and procurement best practices.
- Drive a comprehensive and up-to-date disaster recovery strategy and business continuity plan for CWB’s technology and data CWB’s technology, data, and key processes.
- Partner with enterprise risk management to build, monitor and respond to three lines of defence and enterprise risk management requirements, including but not limited to a robust cyber security and third-party risk mitigation, protection, and response plan.
- Implement the policies, processes and tools needed to meet requirements laid out by the Office of the Superintendent of Financial Institutions (OSFI), as well as other applicable regulatory bodies as they relate to technology and data infrastructure.
- Support risk and compliance awareness and commitment throughout CWB.
- Provide ongoing direction, ensure strong leadership, and manage expenditures within the limits delegated by the President & Chief Executive Officer for information technology services, enterprise data management, and information security.
Data Management and Governance
- Partner and proactively engage and communicate with a broad range of internal stakeholders to drive effective, positive, and lasting technology and data management impact.
- Champion effective data management and governance processes across CWB, demonstrating an overarching accountability for the management of data as a key asset of the Bank.
- Provide ongoing direction, ensure strong leadership, and manage expenditures within the limits delegated by the President & Chief Executive Officer for information technology services, enterprise data management, and information security.
- Develop and implement a robust enterprise data management strategy for CWB, including data warehousing and business intelligence capabilities that meet the needs of client partners, identify business opportunities, provide insight, reduce risk, and improve efficiency, and data quality.
Team Management and Culture Development
- Drive a high-performing, open and engaged organizational culture that promotes CWB’s values.
- Support initiatives aimed at hiring, training, and rewarding talent to achieve the objectives of the strategic plan.
- Promote equity, diversity, and inclusion throughout the organization and when engaging in all operations.
- Drive a strong focus on talent management across assigned areas of responsibility, establishing key successors in place for all senior level and/or critical positions.
- Provide responsive, positive, and constructive leadership coaching, mentorship, and direction to direct reports as well as all team members.
Stakeholder Relationship Development
- Proactively collaborate with and build credible, trusting, and candid relationships with several groups, including the Board of Directors, Executive Committee, Senior Leadership Council, key vendor partners, and other business and support leaders. Provide executive leadership to the teams reporting into these groups.
- Enhance the presence and reputation of CWB with key stakeholders, including influential leaders in industry groups and communities where the CWB is represented, as well as in digital and online communities.
- Act as a representative of CWB and role model for employees; embrace the organization’s Code of Conduct and values in all aspects and establish oneself as a trusted leader to which team members can bring forward issues or concerns.

The Individual
The CIO brings 15+ years of senior management experience delivering information technology services within a complex, dynamic environment, preferably within the financial services sector. The successful candidate brings a deep understanding of fiscal management, a sound knowledge of risk management, and depth of expertise in large-scale, end-to-end strategic planning and implementation.
A collaborative, innovative leader, the CIO has a proven track record in leading and developing a dedicated, diverse team through change, providing a clear sense of direction while remaining respectful of their team’s individual capabilities.
The CIO builds strong relationships with diverse stakeholder groups, leveraging their strong interpersonal skills to mentor and motivate their team, driving engagement in line with CWB’s values and business objectives. Able to thrive in a fast-paced environment, the CIO handles a multitude of tasks tactfully and strategically with both grace and humour.
Key Qualifications
Professional Experience
- 15 years+ of senior management experience delivering information technology services within a large, complex environment, preferably within the financial services sector.
- Demonstrated experience leading and implementing strategic business plans, and adept at managing organizational change and seizing opportunities for growth.
- Strong track record of vendor/partner selection and management.
- Strong knowledge of fiscal management and responsibility, and a sound understanding of risk management.
- Experience organizing teams around a dynamic strategy in an evolving environment.
- Large-scale, end-to-end strategic planning and implementation experience, including risk, benefit, and opportunity analysis.
- Demonstrated experience leading large-scale, end-to-end, process improvement initiatives that deliver client experience and simplification outcomes.
- A track record of leading and developing a dedicated, creative, and diverse team of seasoned leaders.
- Experience preparing and working with multi-million-dollar budgets and proposals.
- Experience forging strong relationships with multiple divisions and/or business units and relating well to people of all backgrounds and at all levels.
